About Bill Leonard
Bill Leonard is a lifelong resident of Tobyhanna with deep roots in our local community. His family, together with the Coolbaugh Township Historical Association, has proudly hosted the Annual Tobyhanna Millpond #1 Ice Harvest since 1994. An avid fly fisherman and hunter, Bill ventures westward each summer with Don Baylor and Company in pursuit of cutthroat, rainbow, brown, and golden trout. His outdoor pursuits have also led him to explore historical sites—including remnants of 19th-century logging operations, the ice industry, and former military activities—on what was once the Tobyhanna Military Reservation, now known as State Game Lands #127.
Bill’s distinguished career includes serving the National Park Service, where he retired in April 2016 as the Deputy Superintendent of the Delaware Water Gap National Recreation Area. He even took on the role of Acting Superintendent at Steamtown National Historic Site for a six-month period. Prior to his tenure with the National Park Service, Bill worked as the Facilities Engineer at the Tobyhanna Army Depot. An alumnus of Pocono Central Catholic School (class of 1974), he earned his Bachelor of Science degree in Civil Engineering from Penn State University.
